As public banking gains momentum across the country, policymakers in California and Washington state are vying to form the nation’s second state-owned bank, following in the footsteps of the highly successful Bank of North Dakota, founded in 1919. The race is extremely close, with state bank bills now passing their first round of committee hearings in both states’ senates.

In California, the story begins in 2011, when then-Assemblyman Ben Hueso filed his first bill to explore the creation of a state bank. The bill, which was for a blue-ribbon committee to do a feasibility study, sailed through both legislative houses and seemed to be a go. That is, until Gov. Jerry Brown vetoed it, not on grounds that he disapproved of the concept, but because he said we did not need another blue-ribbon committee. The state had a banking committee that could review the matter in-house. Needless to say, nothing was heard of the proposal after that.

So when now-Sen. Hueso filed SB 528 earlier this year, he went straight for setting up a state bank. The details could be worked out during the two to three years it would take to get a master account from the Federal Reserve, by a commission drawn from in-house staff that had access to the data and understood the issues.

Man who ‘threw five-year-old boy off a balcony at Mall of America’ tells police he went there intending to kill as revenge for years of being rejected by women at the shopping center.

Emmanuel Aranda, 24, was charged with attempted premeditated first-degree murder on Monday after he allegedly threw a five-year-old boy off a third-floor balcony at the Mall of America in Bloomington, Minnesota, on Friday.

He said that he was angry after years of trying and failing to pick up women there.

He is accused of throwing five-year-old Landen Hoffmann off a balcony at the Mall of America in Bloomington, Minnesota, on Friday.

Arabda, who is accused of throwing the five-year-old boy off a third-floor balcony at the Mall of America allegedly told police he went there looking for someone to kill as revenge for being rejected by women at the Minnesota shopping center for several years.

Aranda has been charged with attempted premeditated first-degree murder for Friday’s attack, according to Bloomington police.

He is expected to appear in court on Tuesday, where prosecutors will seek bail of $2million.

Meanwhile, little Landen Hoffmann is fighting for his life in a Minneapolis hospital with head trauma and multiple broken bones from the nearly 40-foot fall.

A criminal complaint filed in Hennepin County on Monday says Landen and his mother were standing outside a restaurant when Aranda came close to them, picked up the child and tossed him over the balcony.

Aranda allegedly told police he went to the mall looking for someone to kill.

The complaint says Aranda told police he had been coming to the mall for several years seeking to talk to women, but had been rejected and it caused him to lash out.

A bystander who police say witnessed Aranda push the child chased him down before the suspect shoved him against a wall.

Aranda kept running until police were able to capture him on the light-rail train outside the mall.

When he was being arrested, the suspect reportedly remained calm and did not question why police had stopped him. 

Aranda allegedly told police that he knew what he was planning to do was wrong.

He said he came up with the idea to kill someone one day earlier and was planning to target an adult because ‘they usually stand near the balcony’, the complaint said.

The suspect’s uncle, Francis Aranda, told KSTP that his nephew had displayed violent tendencies since childhood. 

‘He has a serious mental problem, he was diagnosed as a child,’ the relative said.

He added: ‘We are going to pray for that baby [Landen] because what happened is so unfortunate, but it’s going to bring light to mental illness, I hope he [Aranda] doesn’t go to jail, he needs help.’

Bloomington Police confirmed Aranda had been banned from the mall twice before, but the most recent ban had since expired. Aranda allegedly told police that he knew what he was planning to do was wrong, saying that he came up with the idea to kill someone one day earlier and that he intended to target an adult because ‘they usually stand near the balcony’, the criminal complaint said.

The Finns Party has signed up to form a pan-European alliance with other political parties, ahead of May’s European elections. The other members are Italy’s League, Denmark’s People’s Party and Germany’s opposition party AfD.

The Finns Party’s Olli Kotro, a candidate in the European Parliament elections, attended Monday afternoon’s announcement in Milan.

“Constructing a better and safer Europe with patriots!” Kotro tweeted.

Their aims are to preserve Europe’s borders, culture and history according to Italian Deputy Prime Minister Matteo Salvini.

The four parties plan to form a distinct group within the European Parliament to challenge the power of centrist parties.

“Together we will fight for a safer Europe with well-protected external borders, less immigration and a stronger cooperation to tackle terrorism and islamisation (sic)” Danish MEP Anders Vistinen wrote on Twitter.

The group needs at least 25 MEPs from seven different EU countries to be formally recognised as an official group in the European Parliament, where they’ll be known as the European Alliance for People and Nations.

At present Europe’s ethno-nationalist political parties are members of different European Parliament groupings, but the new alliance is the first step in Salvini’s attempts to bring them all together under one umbrella.

As demographic change sweeps away Anglo-rule from Texas, the erosion of the Anglo-American heritage of the judicial system is swift.

Black Dallas District Attorney John Creuzot, who ran on a platform of ending mass incarceration (i.e. stopping police from arresting black and brown criminals) has now introduced sweeping reforms to stop police Dallas County from prosecuting theft of personal items worth less than $750.

Dallas County will move away from “criminalizing poverty,” District Attorney John Creuzot announced Thursday, outlining a reform plan to decriminalize low-level crimes and decrease the use of excessive probation and bail.

In an open letter to the public, Creuzot detailed his plan to curb overly high bail amounts and stop prosecuting most first-time marijuana offenses and some misdemeanors that he believes often stem from poverty: “When I ran to become your district attorney, I promised you that I would bring changes to our criminal justice system,” Creuzot wrote in the letter. “The changes that I promised will be a step forward in ending mass incarceration in Dallas County, and will make our community safer by ensuring that our limited resources are spent where they can do the most good.”

In a news release, Creuzot’s office called the changes “data-driven” instead of influenced by race or financial standing.

Creuzot’s plan would initiate sweeping changes to the county’s probation and bail policies, both of which he says have often been used imprudently.

Although he gives no timetable for rolling out the changes, Creuzot instructed prosecutors to ask for shorter probation periods: six months for misdemeanors, 180 days for state jail felonies, two years for second- and third-degree felonies and five years for first-degree felonies.

In cases relating to “technical” violations that don’t threaten public safety, such as failure to pay fines, Creuzot told prosecutors not to ask for any jail or prison time.

These are bold moves for a Texas prosecutor, said Vincent Schiraldi, co-director of the Columbia University Justice lab. A former commissioner of New York City’s probation department, he has advocated for similar changes nationwide and works to help other jurisdictions reform their probation practices.

“For district attorneys to take the lead in this area is a completely new development and a positive one,” Schiraldi said. For too long, probation focused on failure and punishment instead of successful outcomes and avoiding prison, he said.

“A lot of times, people on probation — especially people of color and people who are poor — they feel like it’s such a recidivism trap, that they’re just destined to go to prison anyway, so they would rather just go and get it over with,” he said.

Creuzot’s efforts in Dallas County to decriminalize poverty will include declining to prosecute theft of personal items worth less than $750 unless the theft was for financial gain.

County officials pledged in December 2016 to reform the cash bail system after The Dallas Morning News published an article about a woman jailed for more than a month on $150,000 bail for a $105 shoplifting charge.

Under the changes that Creuzot announced Thursday, Angela Jessie, the woman featured in that News article, probably never would have been jailed on such high bail or prosecuted.

Dallas County officials had pledged bail reforms immediately after Jessie’s story was published. But after a year passed without any significant changes to the system, four nonprofit groups sued the county in 2018 on behalf of six jailed inmates who could not afford their bond.

Dallas is now 29 percent white. We are only a few years away from Texas going blue in the U.S. Presidential election, and going Democrat for good. Thus, the city offers a glimpse of what life will be like for the coming white minority. An elected DA whose goal isn’t to incarcerate criminals, but to keep them out of jail and on the streets because they are primarily people of color (black or brown people). Broken windows policing is out, replaced with the directive of protecting criminals of color.

A young German backpacker, whose body was found buried under leaves and rocks on an island in Thailand, was raped before her face was smashed with a rock, police have said.

Miriam Beelte, 26, was travelling on a rental motorbike at Koh Si Chang, an island south of Bangkok, where she was approached by local man Ronnakorn Romruen.

He allegedly asked her for sex, and when she refused he followed her and attacked her in a woodland area, pinning her to the ground where he raped her, police said.

The 24-year-old then allegedly used a rock to repeatedly beat her in the face.

Ms Beelte suffered severe head wounds and a broken leg in the attack. Her body was found on Sunday.

An investigator at Chonburi police station, Somkid Kaensa, said police have charged Romruen with murder, rape and concealing a body. Police said the suspect, who operates a trash collecting boat, admitted to the crimes and said he used drugs before the incident.

Koh Si Chang is a popular weekend tourist destination for both locals and foreigners with a population of only 5000 people.

Mr Kaensa said a Thai tourist called police after they saw Romruen’s clothes covered in blood and police then searched the area and discovered the tourist’s body.

Mr Kaensa said a flower vendor who knew Romruen also saw that his clothes were covered in blood and asked him what he was doing.

The maximum punishment for premeditated murder is the death penalty.
